Stormwater Plan

WHAT
:  The Whatcom County Stormwater Division is currently in the process of putting together a comprehensive Stormwater Plan for Lake Samish.

WHEN:  In the fall of 2009 the Lake Samish Watershed Management Advisory Committee (LSWMAC) voted to “temporarily suspend” all activities.  Established in 2003 by the Board of Commissioners for the Samish Water District its purpose was to give residents a forum for staying informed regarding issues relative to water quality within the area.  Whatcom County (Stormwater Division) has now taken the lead role in regards to issues and actions relative to water quality and watershed management in the Samish water basin and therefore diminishes need at this time for the Samish Water District to continue having a separate Committee.

LSA ACTION: The Association is closely working with the Whatcom County Stormwater Division.

STATUS:  See continual updates below.

Update: March 2011:

The scope for Public Meeting # 4 (March 15, 2011) will include topical discussions in four major subject areas which concern stormwater and lake-level management within the Lake Samish Basin.  Each of these topics has been covered in detail in separate technical memoranda available on the project website  (http://www.wilsonengineering.com/lakesamishsw/techmemo.html).

We will discuss the current maintenance and operations (M&O) activities occurring within the basin and provide an overview of the proposed plan recommendations to address gaps in the basin’s M&O program.  The discussion will then turn to the overall programmatic and capital improvement recommendations proposed for the stormwater and lake-level management in the basin.  Finally, we will review the recommended governance and funding mechanisms proposed for implementation of the basin plan.

The format will be similar to past meetings with ample time for questions and discussion.  Your input is important so we would like any comments you have on these proposals.  If you can’t attend the meeting, feel free to contact Kraig Olason with any comments or questions you have regarding the technical memos.

Following this public meeting, we will begin assembling the Draft Lake Samish Basin Comprehensive Stormwater Plan.  There will be another public meeting later this spring to review the draft plan and take any additional comments with a final draft.  The final step will be submitting the amended draft plan to Whatcom County Council for adoption.
