
Chuckanut Mountains Park District
WHAT: The formation of a new park and open space district emerged from a collaboration effort of Skagit and Whatcom County residents in the spring of 2006. The Chuckanut Mountains Park District has been proposed by local citizens to encompass an area from Fairhaven to Edison, with the regional focus on Chuckanut-Blanchard Mountain area from the marine shoreline east. The purpose of the park district is to enhance the quality of life in the region by acquiring, protecting and providing responsible stewardship of significant natural areas, view-scapes and recreational lands.

Formed in opposition to the CMPD, the North Sound Conservancy is a non-profit coalition made up of individuals and organizations concerned about land use
decisions within Skagit and Whatcom Counties, especially those involving the
establishment of public parks, park districts, and the management of public
lands.
WHEN: The CMPD was formed in early 2006. The NSC was formed soon after.
LSA ACTION: The LSA held various meetings for the public to hear both groups as well as to voice their opinion.
STATUS: No legal
actions or appeals remain available to the CMPD Advisory Committee. On 8
November 2008 Skagit County Superior Court denied the CMPD Advisory Committee’s
attempt to intervene in the NSC’s lawsuit after the Court had already ordered that
the CMPD petition was insufficient as a matter of law, barred any ballot
measure based on the petition, and remanded the matter to the County Auditors
for action consistent with the order. Also, both
